Implement RPS boosting on the runtime
Summary: The RPS boosting model has been applied for content ranking. If RPS strategy is enabled for placement, content scores are multiplied by RPS boost from model.
Prevent Duplication of Rule Names
Summary: Logic was added to prevent a user from creating a rule with the same name as an existing rule.
Detail: The server will return an error when a duplication is made.
